Civilian Investigative Unit (CIU)

The Office of Civilian Investigative Unit (CIU) investigates non-criminal incidents of misconduct made against M-DCPS personnel as assigned by the Incident Review Team.

At the conclusion of an investigation, the CIU forwards a completed investigative report, including a determination of Probable Cause, No Probable Cause or Unfounded, to the Office of Professional Standards for administrative disposition.

The CIU reports to the Chief Auditor, Office of Management and Compliance Audits.


It is the vision of the CIU to promote and facilitate compliance with District guidelines and procedures.
To develop unparalleled business practices that ensure the prompt, objective and unbiased investigation of all serious non-criminal allegations made against District personnel and referred to CIU.


Ensure equitable, effective, and efficient processing of complaints regarding school personnel.
Ensure the full application of Due Process to all personnel subject to investigations regardless of gender, race, color, religion, ethnic or national origin, political belief, marital status, ages, sexual orientation, social and family background, linguistic preference,  pregnancy, or disability.
Maintain a safe working and learning environment for district employees and students.
